Will the Minister of External Affairs be pleased to state:

(a) whether the Government proposes to formulate any scheme to save the youth aspiring for a job abroad and falling prey to any cheating or a conspiracy and if so, the details thereof;

(b) the country-wise and State-wise from where maximum number of youth travel abroad for jobs;

(c) and whether the Government proposes to enact any legislation against such fake agents working in the country who mislead youth and if so, the details thereof?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS

(a) With a view to facilitate safe and legal overseas employment to the youth, especially vulnerable sections aspiring for a job abroad, the Government has put in place the eMigrate portal with details of Registered Recruiting Agents in the country. The portal also reflects the names of unregistered/illegal agents functioning in various States.

(b) According to BoI data for 2016-2021, the top five countries to which maximum numbers of workers and professionals travel abroad for jobs are:

(1) United Arab Emirates
(2) Saudi Arabia
(3) Qatar
(4) United States of America
(5) Oman

According to eMigrate data for 2016-2021, which is for ECR passport holders & nurses, the top five states sending maximum number abroad for jobs are:

(1) Uttar Pradesh
(2) Bihar
(3) West Bengal
(4) Tamil Nadu
(5) Rajasthan

(c) Government of India issued Standard Operating Procedure in 2016 to be followed by States on receipt of complaints against fake agencies. Visual and print media campaign are also launched from time to time, encouraging emigrants to utilize the services of the Registered Recruiting Agents and not to go through illegal / fake agents. These messages are also disseminated through social media accounts of the Ministry of External Affairs and other means for greater outreach. The States are encouraged to initiate awareness spreading activities in their respective jurisdictions.

In order to promote safe and legal emigration and to curb malpractices, high-level Conferences of major labour sending States have been convened by Ministry of External Affairs, during which State Governments were inter-alia requested to take strict action against illegal agents who indulge in illegal overseas recruitment activity. The aspect of safe and legal migration is also included in various State Outreach Programmes conducted in States from time to time.
